How are running a 4090 and getting this bad of performance??? Driving, your frames are stuttering and when you pan, there's slight screen tearing. Im running i7 13k, 64gb, and a 4070ti super and getting way more fluid frames in 4k high-ultra than in this video...and im running about 60+ mods too. What's your game settings?
