2:30, No it's not your texture budget. You're downloading the map as you're driving around. Sit for a while in one spot, it will download the area around you. Go to a new spot, it will have to download that area too. Once you drive around the whole map, you will have the whole map downloaded and it won't have to load in stuff. On FiveM, there's a setting you can enable to see what download progress you're doing. So you can see what you're downloading. To enable it: Launch FiveM > Settings > Game > Streaming Process and check it. "Display progress when downloading in-game streamed assets (not recommended for system with HDD)"
