Consistency. His tool set is very strong, and well rounded. There are just other characters in the game who have more consistent success with their tool set.

My Juri average win rate is around 47%. When Akuma was released I was platinum 4, I got 55% win rate on him. When Bison came out, I moved up to diamond rank and got 46% win rate on Bison and 53% win rate on Akuma. I believe that a 1000 hp reduction is a significant challenge for average players

That air fireball is the worst thing known to man. I hate it. Neutral skips, great neutral tool, great mix up option, great zoning tool, great punish tool, ALL THE GOD DAMN TOOLS.
