Two comments for viewers: cx_Oracle was obsoleted/renamed several years ago to python-oracledb. No new development should be done with the old cx_Oracle name. The second comment is that python-oracledb doesn't depend on Oracle Client libraries, so you won't see this error unless you optionally decide to use Oracle Client functionality.
