Imagine a rocket motor in space. A key feature of their design is the ability to produce a gaseous field to which the propellant of the motor can push against and convert into usable thrust. If you can reduce the friction in on the main shaft and make a stationary ring of fins (or cups) surrounding the can, you would help increase thrust by allowing your steam to push against something capable of offering a stability of equal or greater force. The steam pushes on your hand and your hand pushes back onto the steam, this isn't sustainable since your hand is not suitable to handle steam temperatures for a long period of time, and once the system begins to rotate, you'll have to continuously follow the jet of steam as it goes around and around. cool experiment, even cooler if you can prevent the experiment from cooking your hand in the process. If you want to keep developing check out a De Laval turbine, and adjust your perspective to match this proven design.
