They are not that polite at all: they are not polite at all, for example, when they avoid, at all costs, sitting next to a foreigner (personal experience but also of many foreigners living in Japan). Or when, at rush hour, they push you from behind in even rude ways (once, when I was boarding in a train, Chuuo line, exasperated by the constant pushing of a guy behind me , without turning around I elbowed him...I didn't even turn around but at least he stopped pushing :).
