This was clearly the intention at teh start. Take note of the general theme of Naruto (especially early on) was that the later generations were always "stronger" than their predecessors. Sasuke was expected to be stronger than Itachi Naruto stronger than Minato. Minato the fourth being stronger than the third. When Orochimaru reanimated the first and second hokage to battle the third, it was tough for the third, but the third still "won" that battle. The third was clearly intended to be stronger than the first and second, and the fourth was supposed to be stronger than the third. (thus his fear at Minato being summoned). The whole theme was CLEARLY always "the young have greater potential than the old". The final anime just turned into one giant: "NO I'M THE BAD GUY!" NOT HIM, it was always MEEE!, ignore those 2 guys, *I was behind it all!*, ignore those 3, it was really meeee doing it all along!! do it once, maybe, but 4 times or whatever the fuck.
