Homeownership must not take place of renters' rights. We pray this Renters' Protection bill of rights not require congressional action. How people are expected to pay rent monthly for decades with no interruption for job loss, job change, all the other things that can affect ability to pay, and then when we retire onto Social Security for many not to have the protection of added rent controls, I do not understand.

15:32 is nice but there is a reputation for lawbreaking in certain ethnic communities and it is not altogether unreasonable for authorities including landlords, potential landlords, to take that into account, unfortunately people undermining the rights of all poor people for an internet video of themselves breaking the law hurts all poor people.

Well as much as I disagree with the Grants Pass decision I do not characterize homeless encampments full of drugs and dirt as "humane" either. I wish the homeless-serving organizations would have planned for this decision because it was inevitable. Even Democratic-leaning cities are having to clamp down somehow because it is out of control. Rent control is needed and so is taxing higher-"value" housing in order to subsidize rent assistance and getting folks indoors.

Empower the masses in the efforts to preserve our civic engagement is critical in these current times. This information is powerful ❤

Is this a way to raise taxes on prision and jail system? Since you will increase the cost with more and more arrests. How will this support housing? How will creating additional barriers with fines, that they can not afford, and jail time benefit anyone? You are merely postponing a problem, that will be more difficult to house.

I was homeless with my daughter for over a year. This was due to domestic violence and financial abuse. My small business went under due to my ex theft. So this hit home. They are okay with criminalizing me, my daughter who were victims of domestic violence? They are okay with punishing a survivor? No one wants to be homeless. Criminalizing homeless? Thanks to Zella Knight for noting the continuing trend toward Native Americans and Blacks as 92% still not getting legal support. As chair of Urban Indians NW this has been the number one issue that American Indians/Alaska Natives who seek referrals from us need. Interestingly, when I attempted to secure a Legislative Lead appointment at WLIHA and stood in for an hour and a half interview that I was advised was positive--but was never appointed to my 22nd District Lead at WLIHA. We formed our own tenant organization to address the immediate needs of our mobile home tenants and have been active on local, state, and federal organizing. As chair of Urban Indians Northwest, I can also confirm that 72% of American Indians/Alaska Natives reside away from their reservations and villages in the urban areas where they are victimized by racist landlords and struggle as does the general population with out-of-control rent increases.

Heart-wrenching testimony that hearken to our vulnerable elders. Our manufactured/mobile home tenants' group also organized this and last year in a desperate effort to pass rent stabilization legislation. Our vulnerable elders are living in absolute fear and dread since our park was sold in secret to out-of-state investors in June 2022 who've since raised rents 18% twice. Our tenants fear imminent homelessness. They bought their modest old mobile homes as "affordable housing." We don't know that we can trust the legislature a third year, so are considering filing a Legislative Initiative.

The President has announced new guidelines and forthcoming agency updates for preventing "junk fees" and price gouging, but I haven't seen this extended to landlord and housing construction price gouging. Also, the Build Back Better legislation that did not pass the Congress would have ensured Section 8 vouchers for every American who needs them, but it died and who knows whether it will be revived. The stigma around crime in low-income areas (which is a real concern) is another issue which the advocacy community is afraid to address, because it intersects with the idea of "equity" and all that. Gentrification is one tool that powerful people can and do use to kick out poor people because they do not want to see the police on their corner week after week. Great to hear from people who are getting housing and keeping it on this 10th anniversary of the disappearance of DC homeless 12-year-old Relisha Rudd.

Housing first is immoral. They do not get "help". There are no services. Just money in the pockets of non profit organizations.

President Biden said on coming into office that there would be a Section 8 voucher for every American who needed one, and some money for that was included in Build Back Better but zero in the infrastructure package. Guess which legislation did not make it? UCSF Benioff center has a recent survey of homeless people in CA which details how people became homeless and mostly it is financial setbacks and those who are extremely poor to begin with. Thanks for speaking out and we pray that the Congress act or get evicted itself.

But do you think its fair that someone with a lower or upper middle class income should be allowed to take up the space that someone who perhaps has a much lower income could move into that unit and in turn reap the benefits of relief from high rents until they can move up and on? Everyone is speaking on supply and demand, yet we are justifying this behaviour. Seems counter productive to what you are trying to accomplish.

Please accept my apologies for my calling flipping burgers at McDonald's "demeaning." I had been appointed to and graduated from the US Naval Academy in 1981. I had served for five years of active duty and ten years of reserve duty as a Naval Officer, either on board an attack submarine, USS BOSTON (SSN-703), or in submarine repair roles. I had also done work providing engineering services to nuclear power plants for ABB Combustion Engineering Nuclear Services, including serving as a business line manager. Much of our work involved changing the operating licenses of existing (or nearly completed) nuclear power plants. The company earned $100 to $200 per hour for my work from 1986 to 1994. I was laid off the second time in 1994, in direct retribution for reporting a safety issue at a Combustion Engineering plant while I was on severance pay from my first layoff. I had been told not to report that issue, as at risk to my job, by my supervisor. That order was against federal law. While on the severance pay, a fellow reserve unit officer that worked as a Nuclear Regulatory Commission (NRC) resident inspector asked me if I knew of any reactor safety issues. I chose to divulge that first issue while not yet reporting the other two times I had been given that same order. When I was laid off that second time, I chose to spend the 24 hours I had to complete (after returning from my father's funeral), documenting and reporting those issues to ABB-CE. They were responsible for informing the NRC and the applicable plants within 30 days, while I kept a copy of my report. The NRC heard nothing within those 30 days, and I provided the documentation. ABB-CE received a fine and the issues were resolved. As a result, I had not only burned the bridge behind me, I had made it "Thermonuclear". Rather than file a lawsuit as a whistle-blower, I led a company with over 100 other former ABB-CE engineers to provide the same prior services, for the same prior customers, with the same people, in direct competition with the company that laid us all off. I sold stock to pay individuals as employees more than they earned on unemployment, extending their benefits. Many, like myself as an employee between the two layoffs, earned an added 26 weeks of benefits charged against ABB-CE, when they were not fully employed a year after their initial layoff. People earned stock for performing work beyond what they were paid for, while I took no monetary compensation myself.

It was NOT mandatory for Continuua of Care (CoCs) to count unsheltered homeless during the Point In Time (PIT) count in 2021 due to COVID-19 concerns. We did not here in Maine. This resulted in a greater-than-normal undercount of homeless individuals and families. HUD does not consider families that are "doubled-up" homeless, even though the Department of Education provides services to those students. While the 2022 count attempted to accurately count unsheltered individuals (and families), many prior year count volunteers did not participate. During the same number of volunteers counted during the 2023 count in January, I found nine times as many unsheltered homeless individuals here in Portland, Maine as in 2022. Imagine being outside on the 24th of January, waiting for a mat while on the waiting list for the only available homeless shelter.
