Subhānallah, this is exactly what i needed and exactly when i needed it... I've been in Indonesia and honestly find myself in exactly this situation, and life is so difficult and dark, and the people on the sunnah are so few that sometimes i feel alone in the whole world while the people of falsehood and evil are everywhere. Most effective and real democratic way of governing where all decisions are made by the Council of Muftis but the Khalifah having the final say. Under the Khalifah, the "ULMN" will have its own army, navy and Air Force under one commander for defending the entire ummah. We already have the hardware from major Muslim countries. They just have to be relabeled "ULMN" when they out to defend any part of the Ummah like removing the Mediterranean Sea blockade by Israelis.The four letters "ULMN" will be enough to deter anyone from doing what is happening in Gazza today.
