The ground in the bottom left is the spawning platform - it's classed as a different object to the placeable "ground" blocks and therefore does not visually connect.
If you have enough speed and you hit a pixel in between two blocks, you can stand for one frame. You can also jump on that one frame, but that's not necessary in this case. P-switches provide enough speed, and so do conveyors and stars. This is only possible in SMM1.
