I can go this fast on stick but.. I think he's doing a 2 handed lever-less technique based on the consistency of the frames from his wave dash inputs. He also just wavu's into you without defense or hitting a button making it seem like he's putting everything into that wave dash just to go that fast.
definitely leverless or just insane kazuya, the wavu is consistently at different speeds (1 - 4 or so frames)
