Kickball, which by FIBA rules is a mistake call on the enemy team, which would lead to ball for green team and a new 14s clock. If not called, the 2nd situation is 24s violation, simply because the orange team doesnt get full control on the ball before the clock expires, which is 24s violation.

The key word is "intentional" kick. The official calls it a kickball which to my understanding is "intentional", so it should reset to 24. Had the call made was out of bounce then the shot clock should stay at 18.
