Lock the fps to 55
You have a cpu bottleneck. The cpu is too weak for ypur gpu. And the finals is veru cpu dependant. Either you can try to run at a higher res or upgrade. Fsr helps too.

I was using the same CPU with GTX 1060 6GB and performing really well in most of the games on 1080p...You can also pair it with a second hand GTX 1660 6GB later for a better gaming experience...it won't bottleneck as long as you can use the system properly 👍

The FPS is unlocked and VSync is turned off, but I've never seen it reach more than 60.

you have to enable it through bios. but my recommendation is run it default. Overclocking can damage your processor, motherboard, and in some cases, the RAM on a computer. if you dont know how to overclocking. dont do that
