Promoting the ritual genital torture of neonates as a health measure is extremely disturbing! It is a harmful cultural practice which has been medicalised in USA. That does not make it a medical procedure but a medicalised ritual. Harmful cultural practices are often defended by the communities practicing them as beneficial, some as in this case even beneficial to health. The American cutters organisation AAP has no current policy contradicting the reference attributed to them. The last time they came with a policy it was so thoroughly criticised by international experts that they have allowed it to quietly expire. In normal populations it is very rare for infant boys to get a UTI and is almost always due to developmental issues with the urinary tract or due to propagating cutting myths that the 4skin needs special attention in order to avoid infections giving rise to iatrogenic injuries. Females are more prone to UTIs than males at all ages and have far more mucosal nooks and crannies and yet the same claim for girls only comes from communities with the gender inclusive form. The general rule is that the younger the patient the greater the risk ands this is no different for the medicalised ritual so baby boys regularly die after being cut whereas no adult man does.
