I think you are making a confusion. Linux kernel do not support cooperative mode. Windows 3.0/3.1 use cooperative model. To my understanding, preemtive kernel means that kernel can be also interrupted.
Yes you are right." Linux kernel do not support cooperative mode". But many RTOS kernel support cooperative mode.
