I had a Quality build (equal STR and DEX) going on. To apply frost but also do more damage. I think a more optimized build for frostbite would be pure dex INT. As you can tell from how bad I am, I basically had to switch to the Cold Backhand Blade to beat him. I could be wrong!

Fun/Horrifying fact: His name "Loathsome Dung Eater" comes from the Shinto/Buddhist idea that the soul is in an orb in the intestine/anus. The Loathsome Dung Eater basically eats the intestines of his victims to take and defile their souls, preventing them from returning to the Erdtree on death and cursing them. Which is why Roderika says she can hear tortured spirits. Sooo, yeah. Dung Eater's actually pretty horrifying, despite how memed on he is. He condemns his victims to a fate worse than death. And so, he deserves whatever horrible thing you can think up.

Do i need to do something before being able to get this drop? I have demon bell and ive gone through a number of times and it wont drop. I just killed Genichiro and just got the first like darkness change.

iirc, you might have to progress through the game a little more for the loot tier to change. For example, the bald guy in the Ashina Castle everyone farms for divine confetti only drops divine confetti until a certain point in the game. Again, i could be wrong.
I know this is late but in one of the skill trees you get better loot and more sen From enemy drops
