Its not essential for F35 to have 90% availability rates during peace time. That is even wasteful. All these programs are a deterrent to avoid great power war. F35 will have been very successful if at the end of its lifespan it would have Sino-US or Russo-American war. You preserve peace through strength. If war comes and you have >2000 F35 as the USA or > 3000 F35 including USA allies then there is nothing to it
