    Silly question. Rome was not yet the empire it would become or the civilisation we think of today. It had not even completed its conquest of the italian peninsula. Persia was by far the bigger prize, both in terms of land and in riches.

    You forgot one important point, only the P Guard was allowed weapons in the city. All else, everyone, were only allowed clubs, short knives and such. No spears, swords, bows automatic ARs that magically just start shooting everyone, no nuclear weapons (that you will admit to having), nothing.
