The functions of the TMO (Television Match Offical) in rugby may not be ideal for rugby itself, but that is because the ball is not always clearly visible in terms of grounding for tries, nor are tackles always clear. This makes the decisions take longer. However, in football there is no such thing as 'grounding the ball' or 'fumbling the ball', nor are there large packs of players in a small spot on the pitch, which means that a TMO and referee could discuss what to do somewhat quicker, especially if a referee can watch the footage from the field instead of at the side of it. The problem is that they don't wan't anyone else than the referee to see the footage in football, all because of the consequences of the so called 'controversial decisions'. In my opinion, calling the referee off the field doesn't make any sense to me if you have big screens hanging in the stadiums. Why not make use of those screens? If only captains from team may complain, then the only thing standing in the referee's way is the crowd, which is quite different between the two sports. Anyway, I think the TMO system is better than the VAR's. But to be honest, I think I would prefer the booth review system used in the NFL even more. It may take a bit out of the flow of the game, but I like that a team of referees on the field still makes all the decisions themselves instead of depending on someone else not being on the field. They watch the footage themselves, the have the 'point of view options, and they declare everything that is happening in terms of fouls or scoring situations. That may take a bit longer, but it also lacks the inequality of 'ref vs VAR' where the ref doesn't give a damn about what the VAR says or vice versa, which is a real problem in football/soccer these days.
