I've consulted many books to be able to vividly understand the dichotomy between politics and administration but non of books were able to give me the answer and understanding i need. After some tenure in their appointed positions, public administrators begin to know more about their area of functional specialization that anyone else. The politicians who oversee their agency and the constituents served by their agency rely on the public administrator to provide objective expert advice. This expertise is an important basis of bureaucratic power.

The reason I am asking is I am currently working on my dissertation and my topic to develop a tool that measures the ethical sensitivity of public servants.Any help or advice would be of great value.thank you
