I think it's about King Louis XV. He was the one who famously said "Apres moi le deluge" which means "after me come the floods." He was hated by the French people and his reign seeded the resentment towards the monarchy that eventually led to the French Revolution.

The flickering camera could have stopped after about twenty seconds, it just make's it hard to follow without falling off your chair =P
When I first heard this, the Russian definitely caught me off-guard. It's like her voice suddenly changed (I know Russian, btw).

Great song by Regina and the video is very good too. I thought that the characters flaws were a good refection for some of the lyrics!
