The thing about these games is that they are designed fully as singleplayer rpgs. So enemies and bosses are designed differently than player characters. The shinigami tensei series does have Recuitable enemies, but most bosses can’t be I think. But pokemon, with a few exceptions like eternamax eternatus and the starmobiles, any Pokémon that npcs have, you can get too. So anything your opponent can do, you can also do (with a few exceptions, as some npc trainers moves aren’t obtainable, but this is rare). I think this is one of the most interesting and unique aspects of Pokémon, as it means if a trainer has a cool Pokémon, you can go out and find it for yourself. Unless that Pokémon is Barry’s Munchlax, in which case good luck! But the games are still designed as a singleplayer rpg first, which is why competitive Pokémon is so unbalanced. Some Pokémon are weaker, but can be obtained early on, making them good for the early game, but not as good in the endgame. Meanwhile many strong Pokémon like puesdo-legendaries and legendaries are only obtainable late game, but are very strong to compensate. But competitive is always in the late game, so this just means a large amount of Pokémon are useless. Sure, some early game Pokémon are good, like Corviknight. And some late game legendaries are bad, like reggigias. But these are exceptions. TL;DR: Pokémon is a singleplayer rpg first, multiplayer competitive game second. Most rpgs are singleplayer rpgs first and foremost. This is why Pokémon is a flawed competitive game, but most rpgs could never be a competitive game.
