Just a small point about your title to this. These days there might be quite a lot of people who would read it as somehow saying that the current Russia is democratic and an "actual" utopia (fully realized). To not put them off, it might be better to pad your title with a little redundancy, and say something like "A Democratic Russia - just an impossible Utopia?" The "A" distinguishes it from the current Russia, with all its fake-democratic aspects, and the padding round Utopia is just a shot at idiot-proofing. Thanks, anyway. (For the hope, I suppose. A Russia that's part of the world, instead of exceptionalist in a destructive way would make for a happier planet - literally.)

There are three main types of governance Autocracy, Nobility and Democracy. The European intellectual elites chose to favor the democratic election of citizen's representatives over the previous Nobility system that had constantly failed as a ruling class to fulfill those goals. But they didn't mind if their democratic states were able to reach those goals by playing state bandits with defenseless nations all over the globe. Now we are in the last phase of the world decolonization process. A great many autocratic systems have put in power leaders that have imposed those goals to their governing institutions and they are thriving. My guess is that the western intellectual should focus more on the pragmatic reasons why their democratic systems are now failing to achieve those goals for the majority of their citizens. Maybe I can give a hint: The Progress of Science and Technology for the Primary Benefit of the Big Investors. The trickle down of new created wealth to the lower classes is not working anymore.

What hypocriscy! Taiwan is not an independent country, but a province of China. Check your status with the UN. He must be part of the Taiwan separatist government, spreading the narratives that it is a democracy which has the rights to be independent, yet not acknowledging the One China Policy which recognises Taiwan or ROC as a part of greater China. When the western community especially the US and its allies pretentiously give hope to these separatists leaders, yet insisted that the independence of Taiwan will never happen and should not be allowed in defiance of the One China Policy that they recognised in the UN.
