Sorry, please read the title carefully, it's not a traffic light, thank you.
Why use the XOr-gates and not use the BI input as that is designed for this exact situation?? If you use a BC547 hooked up between BI/RBO and ground and drive that through a 47k resistor from the pulse signal you get the same result with a significantly lower component count.
