My doom is max sig and gives a shock every time he gets rid of a buff with stagger, he places a stagger on heavy attack and the opponent was constantly gaining a buff so I was able to heavy spam, at max sig 100% chance to apply shock when a buff gets removed

Yeah your right I rewatch the clip a few times myself, and I think I could add 1 more forward air before the up b or side b instead to improve it
