To make this intro look in HD, the first thing I did was cut the audio of the opening sung by Vic Mignogna. I extracted this audio from the Uncut version, which has impeccable sound quality. And as for the video, I extracted it from the Crunchyroll Latin American version, as the Latin Spanish language of DBZ Kai was only dubbed with the censored version for Nicktoons, as it is the only version ...

For 1999, it was waaaaay ahead of it's time. Too bad it was finally released one year later, in 4th March, 2000. I believe Sony was ready with their newest hardware on the time, but game developers weren't, and that's why Sony delayed PS2 by one year.

Correct! The PS2 was finished in late 1999 around the time of the TGS event, where the old devkits (EB-X000) were replaced with TOOL kits. However, the hardware was new and few developers knew how to use it, as the project was extremely private due to previous espionage. Developers that did get to the early kits (Square and Namco, made some of the tech demos) were prepared for launch though.
But for the people who had to wait for the PS2 in 1999 the Sega Dreamcast would be its early replacement.
