The winter maiden powers are a part of a newer and agile maiden, outmatched in number, and is met by Ruby who is getting more control of her eyes by the day. I love how until this episode, everyone just assumed Fria was weak and frail because she was old. I remember watching this for the first time. The second Fria grabbed Cinder’s hand, I instinctually yelled out “She’s still a Maiden, bitch!”

Cinder walking around trying to steal elderly women's musty dusty powers because she thinks they'll make her invincible, when in reality technology has come a long way since the days of fairy tales and legends.
This fight shows how utterly weak Cinder actually is - she lost against two season fighters who are maidens in head on fights despite possessing the power of two maidens and can only defeat normal humans.
If actually winter would be so fucking powerful because if she was able to not just slash cinder's arm and kill cinder herself shes gonna be able to use her as an attack like how she uses different defeated enemies.

In volume four, when the Evil team is wondering why Ruby's silver eyes hurt Cinder, Salem says it's because of the maiden power, but here, Ruby uses her silver eyes, and Penny is totally unharmed. So I think that Cinder is vulnerable to the silver eyes because she has that grim bug inside her, which she used to take Amber's powers originally.
Not the bug; When Cinder used that glove on Amber, she's exposed herself to the essence of Grimm despite having Aura. That "burning" feeling she was talking about was her hunger for power and destruction, and she continues to hunt for more to fill in the emptiness she's had since her abusive childhood.
It's funny how people say that it would've been more pragmatic for Penny to just let Winter fall and go after Cinder. Except, that would be a pretty short-sighted thing to do, just to get a chance at victory. - As we see, Penny managed to get to Winter not too long after being blasted out of the sky. - Winter is one of the most effective fighters in Atlas, even being able to injure Cinder despite having her own aura broken moments earlier. - In addition to which, Winter would also have years of experience on the battlefield, as well as likely be good at strategizing, which is something that is sorely needed. Not to mention, Cinder would still be there, trying to get Freya's powers and it would ultimately make things more difficult for Penny given how she won't be able to protect her and fight against a psychopathic younger Maiden by herself, especially if Team RWBY isn't able to arrive in time for backup. Simply leaving Winter to die would've actually been the least pragmatic option, given Winter's skill and experience as well as how Penny was able to save her in short order. And that's without future knowledge of the most recent chapter.
Problem I have with this scene is cinder running away from Freyas ice tornado like she wasn’t throwing big fire nukes against ozpin in volume 3 and giant fireball around herself against raven in 5. She should have been able to easily kill her anyways but they keep nerfing her 😒
