I would absolutely upgrade from the 4060ti if I were you, 4070 would be plenty for anything.

your desk is way too small for everything to sit on it. put the pc on the floor , its not carpet so youre fine. just clean the fans and dust trap when its dirty.
Putting it on the floor changes nothing it would only be bad if there was carpet cause there’s a lot of dust and the power supply would get less air but you have hardwood floors so it chillin
