Spray PB Blaster on both bolts. Wait 5 min. Then turn your steering wheel hard to the right to give yourself better access to the bolts. Then use a 1/2” breaker bar with your 21mm socket to loosen the bolts. You’ll need that breaker bar to get the leverage you need to loosen the bolts. I just had this same problem and solved it that way.

When you do brake pads do you do rotors as well?

Unfortunately when you live up north you could have a 2023 and still have rust on it with all the snow on the salt from the roads

Good job, I’d have taken the rims off and painted the lug nuts seperately but as long as you let it cure correctly it should hold up

2017? Might be a 81 with that rust
