If you listen to Kerney, he is talking about the vibration effect that is added to their hit by wearing certain types of hats. He said if you don't have the right hat on (straw hat that's loose), it's "not real", meaning the vibration effect is coming from the hat more that the hit itself. But if you have the right hat on, it adds a little extra vibration to the hit. It does not mean they weren't hitting, and The Gong Show clip proves they were anyway.

Kerney did not say they never hit and it was just a "prop" hat that made it look like a hit. Dre was talking over him too much and not listening. He wanted that story to be true so bad that he wouldn't even listen to Kerney explain how they used the hats. Kerney was mentioning that "some" dancers would use extra loose hats that were too floppy if they couldn't actually hit. The Messengers never did that, and you can tell in the Gong Show footage that they are hitting. I know this because The Messengers have explained this hundreds of times to me and others and always have the same story and details about hats.
