That's because the eyes of the people of Niger have opened and too few are trying to go to USA. US embassy is now paying staff who have too little to do. All that gigantic sums of money they used to collect as visa APPLICATION fees and then refuse visas for 90% of the applicants is no longer available.

What the Somali politicians are doing to their own country is extremely sad and dangerous, basically selling their own land to foreign imperialists for a tiny fraction of what they will make from it...
