It’s about the leverage of where you’re pushing on the wheel. Pushing on the tread of the tire is like using a breaker bar, pushing on the spoke near the center cap is like using a crescent. The couple inches difference multiplies (or in this case, decreases) the force needed to push the weight. TLDR: OP doesn’t understand force multiplication.

I’ve always thought this was retarded. I sometimes have to push around 8000lbs tractors when they break and the offset of the axles make the tires stick out and two people can roll them around 2-4mph just by pushing the tire, whereas pushing the body sucks and it barely moves.
