Yes you can, but its better if you use ebay to do it. If you need do it genuinely. You need to follow and accept some instructions to do it. Don’t try to scam buyers. It will impact to you as well as the sri lankan Fiverr community.

What do you mean by advance payment? Buyer must pay you for the order. It can be partial or full.
