Fun fact about this game that was recently discovered and shown off on Jak and Daxter youtuber's page, Luminar Light, the entire intro cutscene was not intended to be prerendered, but done in engine as you can actually load up this area in an emulator and explore it since it was left in the final build of the game and they have a whole video on that over on their channel. I'm a bit disappointed that we didn't get a Samos voice-over in this intro like we did in previous Jak games, but then again, I'm not sure how Samos would turn a story about racing and demolition into something profound lol.
