i think all of this is founded just by random search, without any hints from in-game files, no anything interesting in moves except of MidFrames="2", FirstFrame="2", Priority="221" for suplex (and 120 for hits, PowerFistsSuperSlash for example or CompositeSpearUpperSlash) the whole description of hit in moves doesn't contains anything that can increase speed too much, frames won't give 60x
