So WTF does it mean? Planned removal of oceanic clearance is deferred. They were going to stop “oceanic clearance” but they are not any more (for the moment). From googling for oceanic clearance it seems to be permission from ATC to fly over the North Atlantic.

I was listening to Shannon VOLMET with my dad yesterday in Yorkshire. My Tecsun PL-330 picked it up better than his old Roberts radio
