Anyone who is willing to trade their freedom for convenience and a false sense of safety is highly naive in ignoring the bigger picture. These digital IDs will be linked to your bank account and you'll be issued a social credit score in the near future, along with UBIs. If your actions, words, and thoughts (coming to a brain near you via Neuralink) don't fall in line with the world government, you will no longer be able to travel, buy groceries, get a loan, leave your home etc. If you have no idea what this is like, study the mass surveillance systems in China. The end goal is total control and manipulation. I will come back to this comment in 5-10 years to see how this is going.

One doubt, why allow an Issuer to issue VC if they are not part of Trust Registry in the first place?
The Trust Registry can be managed by a different provider, that may not have the ability to prevent the issuer from issuing credentials. In a decentralized environment. If the Trust Registry and the issuance process is managed by the same provider, they can prevent the issuance at the point of issuing. However, there are also valid use cases not to prevent issuers anyway, as they may be proactively issuing credentials that may be valid sometime in the future.
How would anyone stop them? Anyone can issue a VC really. The question is whether a verifier will trust the VC. The real question, (at least for me), is "How do verifiers know to seek out a particular trust registry?" (And please don't say, "it's defined in the VC," because if it's just a false VC created by some scammer, they won't point to that.
