It's so hard to scale Mihawk to any degree of a true representation against other top tiers because of just how little we really know about him. Shanks has next to no screen time as well but even he has given us stuff to work with enough to know roughly where he stands

Folks talk about Mihawk's title like it means anything. The last time they fought was *at least* twelve years ago. Mihawk has never faced Shanks as an emperor and has no idea how he actually measures up. That could have been settled, if Mihawk didn't decide to duck him two years ago after Luffy got his first bounty.

I love how mihawk fans say this, when we have 2 different instances of mihawk actively avoiding a fight with shanks because it's too much of a risk, that was literally his reason for not going after the one piece when buggy said it "Wed run into red hair."
