Because Scarr was never one of the original dinobots. The legacy Volcanicus is actually a pretool for Dinoking, the six-bot combiner made up of the decepticon Dinoforce from Transformers: Victory. Scarr is just a new member of the team meant to be the dinobot counterpart of Gairyu, who turns into the same dinosaur as Scarr. They most likely made the core class Volcanicus first to test the waters and see how people liked the little combiner, and make some initial profits off their engineering before properly diving in and turning them into the relatively obscure Dinoforce & Dinoking.
