There is a way to avoid the invisible sniper's shoots. It is the only way without any cheat. You must kill a pig and take it on your shoulder. The sniper shoots the pig and not John's head. Simply, you have to walk and have the camera turned so as John's head is not visible. I discovered this by chance.

I can confirm that you can reset the sniper after going to Guarma in Epilogue. I did this to return to the mainland after a trip to complete my compendium (I'm a completist). Here's how I did it: 1) have the sniper kill you, fastest way is just going to beach. 2) once you've respawned, go to "load" and delete your autosave. If you don't use autosaves, enable it now in the settings menu. 3) load a mission/mission replay. I did the first mission in chapter 2. 4) once the mission loads, exit the game from the "story" menu. 5) then quit the game completely. I have Xbox, so I went to home screen, then hit the "menu" button on the controller (three lines) and hit "quit". I'm sure the process is similar for PS4. 6) Restart RDR2 7) You'll spawn in Guarma, but the sniper is gone. Don't interact with the guards or get their attention and you're pretty much free to explore sniper free. Once you've got the snipers attention, though, you'll have to do the above. I managed to make it back to the mainland doing this.
