You need to play in any of the torment difficulties and do stuff like bounties and rifts, the higher the torment, the higher the chance of legendary items dropping. To get the desired items faster, you can use blood shards at an npc "Kadala" for the slots that you are missing or if you get duplicates of set items you can convert it to another part of the set at the Kanai's Cube.
