Genuine question: what do you mean when a vegetable has a “meaty” texture?
When you cut this pepper it has more thicker walled as opposed to other peppers that have more seeds rather than flesh.

Omg ive used so much neem oil myself this year also. Good luck! BTW, although not an instant kill for every insect, the neem oil wventually gets them, just keep spraying
I tried that and unfortunately it did not work 😢
