Yes, you will need multiple! Creating a trade, sale, or gift and it being successful will use up the ability and put the Liberte on cooldown.

Village/Town is changeable with Ilios which makes it permanent day. The rest of the game is UTC +1 13:00 ~ 01:00 in night time and 01:00 ~ 13:00 is day time
