You left out the most important part, showing us how you got the thread through the loop down in the toe of the shoe. Is it possible to make the loop real big to pass the thread through then to reduce the size of the loop before proceeding?
Yes that is exactly what you can do. Also, you can reach thru that loop and use a crochet hook to hook the inside thread so you can pull it through the loop. A long piece of wire with a small hook at the end will accomplish the same thing if you don't have a crochet hook. Sometimes a long pair of needle nose pliers helps feed the inside thread thru the loop. The big problem is that if you get much of your hand inside to operate pliers, you block the light and can't see the loop inside way down near the toe.
