"the prison was a fancy hotel like a hotel in Dubai,"I believe the tour guide meant to express not exactly what Maradona said, but making a modern day analogy so we can understand how fancy the prison Pablo built for himself was it is since everyone is familiar with Dubai. English is a little off in a few areas as you can tell, but gets the point across.
