Both cams shoot in 4K, 25 frames per second, but the a6400 records 8 bit only and has no in-body image stabilization, while the a6700 records 10 bit and features in-body image stabilization (active steady shot turned off). I think the a6400 holds up quite well, but micro jitter and rolling shutters are surely impossible to overlook...
