It's a hat called the lightless cavalier, just dye it, and it starts glowing.
This is prob very obv but i forgot to mention in the vid, reforge is legendary wit charm gem.

You can't make hats neon, but there's a hat that if you dye, it becomes neon. It's called the lightless cavalier, and it's a boss drop from a boss named Jim.
You can swap ranger emblem for gorgon talon for more dmg if you want.
