You can't just define a particular player. Each player is already given a certain skill move star. Player with 5 stars + can perform all skill moves while the skill moves get limited as the skill moves star gets lesser

You have to remove the players from your starting lineup before you head on to exchange them, if not it'll keep telling you players are in lineup

Yeah, you have to go and buy it in store using gems. Buy the skill moves there before going to assign each skill move in the my club options from the menu
