Wow why do we make things so complicated when trying to find out how any govt official is corrupt. In many countries the burden of proof lies with the govt official to explain how they aquired their wealth. For example how did you buy that car, house, land, as soon as you became CS while before becoming a CS or govt Official you did not have these properties? How did you afford to send your kids to prestigious schools while CS while before you could not afford that. I mean its as simple as that. How did you aquire all these assets on a govt salary that shows its impossible to own all these millions of assets compared to what you get paid.

The logic of Parastatals is to provide essential services which the private sector cannot provide adequately.Water, Electricity etc,are just examples. Where the services given requires sharing costs like water and power, the trick is not to privatise,no as that may hurt the public interest. The trick is to ensure that the Parastatals are fully owned by the government as a limited company but run by professionalism and protected by legal statutes .
