How this would work with US states that have separated from the US would be problematic in a number of ways. 1) the province of Quebec might oppose such a move as it would diminish its position within the Confederation; 2) Canada is officially a bilinqual country (French & English); what would be the language status of the new entity; 3) the entities political structure would have to change - Governor would become an appointed figurehead and be called the Lieutenant Governor. The house of representative would become a representative parliament from which a prime minister and other ministers of the executive would come from. I.e. the executive would come from an elected body and not be appointed and controlled by the Governor; 4) the entity would have to accept the Canadian constitution and bill of rights. The constituion specifically states the powers of the provinces from those of the federal government. 5) the makeup of the Canadian senate would very likely have to be modified and this would require Canada to make consitutional changes and this would be far from easy.
